I have Joomla 1.6 should I upgrade to 1.7?

Definitely. Upgrading from 1.6 to 1.7 is easy, quick and affordable. Joomla 1.6 is no longer a supported version which makes it a security liability. 

I have Joomla 1.5, should I upgrade to 1.7?

Maybe. Joomla 1.5 is still supported and remains a stable CMS so if you can wait for Joomla 2.5 this may be the most cost effective solution. However, if you need/want 1.7 to take advantage of its unique features then also consider that 1.7 will allow an easier and more affordable migration to 2.5. 

I'm looking to develop a new Joomla website, should I go with Joomla 1.5 or 1.7?
